County Councillor's report

County Councillor Ann Bailey reported on the extension of Planning Permission of the Otterbourne MRF. A period of a further three years has been agreed and concern was expressed in that Compton and Shawford were not consulted even though this facility necessitated heavy traffic to pass through the Parish. Hampshire County Council will be asked to explain this omission.

County Councillors' Report.

Mrs Bailey reported that a planning application for a new office building at Hampshire Waste Services premises in Poles Lane will be submitted if the application to build a new Materials Recycling Facility at Nursling is granted.

Otterbourne Incinerator.

Demolition of the old incinerator and chimney is to start shortly and is expected to take 16 weeks.

County Councillor's Report

Cllr A E Bailey reported that because of the success of the MRF (Material Recycling Facility) in the old Otterbourne Incinerator in Poles Lane, additional recycling capacity would be needed. She hoped that the County Council would shortly agree to a new, larger, MRF on a site near the M27 which would help to stem the growth of traffic to the Otterbourne MRF.

Integra Liaison Group

A meeting was held at the Waste Transfer and Recycling Facility, Poles Lane, Otterbourne, on 24 February, revealed that the demolition of the chimney will probably be delayed 6 months because there is important electrical equipment incorporated in its base. There will be no change in vehicle routeing as a result of traffic calming measures introduced in Otterbourne.

Integra (Hampshire Waste Services) have agreed to carry out a survey and provide a printout every six months showing number of vehicle movements over a five day period and routeing of these vehicles. In addition, information on daily vehicle movements, without routeing, will be provided over a five day period at quarterly intervals. This means that we no longer have to seek volunteers to conduct our own survey.

Waste Transfer Station, Poles Lane - Vehicle Movements.

A letter from the County Planning Officer to Otterbourne Parish Council, dated 10 December, stated that Hampshire Waste Services weighbridge information showed that the average daily lorry movements for the week of Otterbourne's survey were at levels indicated in the planning application. The letter went on to say that the lorry traffic associated with the waste transfer station and materials recycling facility is not significantly in excess of that indicated in the planning application.

Integra Waste Transfer Station, Poles Lane - vehicle census.

The census of traffic through Compton has been delayed due to present shortfall of volunteers - 10 volunteers, shortfall 4. We need to gather these statistics because we continue to be concerned lest any traffic calming measures imposed in Otterbourne result in an increase in traffic through our village.

Integra Waste Transfer Station Poles Lane Otterbourne - vehicle census

The traffic census taken by Otterbourne P.C. on 11 September indicated that traffic levels are higher than forecast. The Parish Council is concerned that any traffic calming measures taken in Otterbourne might increase the flow of waste lorries through Compton. It was therefore agreed that a similar census should be taken as soon as possible in Compton. Cllr Whitaker asked members to alert parishioners to the need for more volunteers for the traffic count.

Integra Waste Transfer Station, Poles Lane.

Otterbourne Parish Council are to carry out their own census of traffic movement from the site through Otterbourne and Compton on Thursday 11 September. It is hoped that Compton & Shawford Parish Council can carry out a similar census on another day with councillors and volunteers from the parish.

Hampshire Waste Services/Integra.

A Liaison Group meeting was held on 24 June at the incinerator site, Poles Lane, Otterbourne, when HWS stated that the vehicle traffic was not yet up to capacity (188 vehicles per week) and that another Materials Recycling Facility is to be sited on an unidentified industrial estate close to Winchester, but not close to Compton and Shawford.

A representative of Otterbourne Parish Council suggested that traffic problems through Otterbourne could be alleviated if HWS management instructed their drivers from north of the county to leave the motorway at junction 11 rather than junction 12 (Eastleigh North). Cllr Whitaker, for Compton and Shawford PC, strongly pointed out that reducing the problem through Otterbourne by increasing it through Compton and Shawford was not exactly in the spirit of the Liaison Meetings and is unacceptable. He also refuted the suggestion by HWS that the traffic problem should be equally shared as the original plan was for 50% through Otterbourne 30% Hursley and 20% Compton and Shawford which is the approximate level for Compton at the present time. Parishioners should report any increase in the volume of HWS/Integra wagons to Cllr Whitaker.

Chairman to write to the County Surveyor to register the Parish Council's concern that traffic calming measures in Otterbourne without corresponding measures in our parish would increase our share of waste traffic above the agreed 20%.

Otterbourne Waste Transfer Station - weekend handling of green waste

. A copy letter, dated 12 March, had been received from the County Planning Officer, raising no objection to the use of the Otterbourne Waste Transfer Station for weekend handling of green waste for the period to the end of October 1997, subject to opening hours restricted to between 0900 and 1500, and routing of vehicles being to and from the Romsey direction only to the Waste Transfer Station, Poles Lane. 8 Loads on Saturdays 10 Loads on Sundays.

Environment Liaison Meeting.

Cllr R Whitaker attended this meeting on 18 February, at Otterbourne Village Hall, at the invitation of Mr PD Briggs, Chairman of Otterbourne Parish Council, to hear a talk by Mr John Collis of Hampshire Waste Services/Integra, Poles Lane. The incinerator chimney will be demolished manually over a period of three or four months starting in May, with a temporary increase in traffic movements, also, that all proper safeguards will be exercised, particularly as regards pollution which will be controlled by the Environment Agency. The material recycling facility (MERF) is now operating at its maximum of 8000 tonnes/year and overspill is being sent to Portsmouth. Concern was expressed at the number of vehicle movements. Integra will supply information on movements which will enable comparison of actual movements with target. A Liaison Group is to be established which will meet at six monthly intervals or as required. Cllr Whitaker will be our representative.

Hampshire Waste Services - proposal for a Liaison Group.

The clerk reported that HWS have proposed to Otterbourne Parish Council that a Liaison Group be formed to keep abreast of developments at the Poles Lane Materials Recycling Facility. It was decided to seek membership of the Group. It was agreed to submit the name of Cllr R. Whitaker to HWS for acceptance as the representative of the Parish Council.

Otterbourne Incinerator Site, Poles Lane, Otterbourne - planning application

An objection to the proposed development by Hampshire Waste Services Ltd, had been sent to the County Planning Officer. Mr Nigel Hecks, Planning Consultant, had represented the three Parish Councils of Compton and Shawford, Hursley and Otterbourne at the hearing by the HCC Roads and Development Sub-Committee on 4 March, at which, despite his objections, permission was granted for the development. The Parish Council awaits Mr.Hecks' written report and will then decide what further action to take.

Proposed development of Otterbourne Incinerator Site

It was agreed that a letter of objection be drafted by Cllr NJ Campbell-White for consideration by other members and by City Cllr C. Beckett before submission to Hampshire County Council, the landowners and Planning Authority in this particular matter.

The Otterbourne Incinerator Site

Following press reports about dioxin emissions, there will be a public meeting on 24th January addressed by the County Scientific Officer. Cllr Pat Appleton to attend. Although the incinerator has to close down later this year, we expect that Hampshire Waste and Minerals will shortly submit a planning application to use the site as a waste transfer station. We are concerned that this change of use may cause a substantial rise in the volume of heavy traffic through Compton. As soon as the planning application is formally submitted, we will post notices on the parish notice boards. This will alert residents who wish to lodge their own responses to the application in addition to any action the Parish Council may take.

Future use Otterbourne Incinerator site

County Cllr Mrs A Bailey reported on the Public Meeting held in Otterbourne on 14th November, concerning the future use of Otterbourne Incinerator site for waste disposal, when concerns were widely expressed regarding traffic volume and vehicle movements involving up to 38 ton lorries in and out of the site, should planning permission be granted for transfer loading.

Future Use of Otterbourne Incinerator Site

The Council decided to invite Hampshire Waste Services, the company appointed by Hampshire County Council to handle waste for HCC, to make a presentation to the Parish Council of their plans for the development of the incinerator site prior to submitting a planning application in November.

Otterbourne Incinerator Site

City Councillor G Beckett reported that he has been elected to serve on a planning sub-committee to consider the proposed development of Otterbourne Incinerator site by Hampshire Waste Services.

Waste management

Members attended a presentation by Hampshire Waste Services on 1st November at the Incinerator Offices, when many issues were discussed and questions put concerning the anticipated volume of heavy traffic movements in and out of the site.

Door to Door Recycling Scheme

The Chief Environmental Health Officer, WCC, addressed members on the scheme for the collection of dry mixed recyclables in the parish with effect from 2nd October, and answered questions raised by councillors. He advised that leaflets and information packs will be sent to every household and that it is intended to attend meetings of local groups and societies in the area (see Winchester City Council notice).

Hampshire Minerals and Waste Local Plan - Public Inquiry

Cllr Mrs J P Appleton and County Cllr Mrs A Bailey submitted representations and objections on grounds that the Otterbourne Incinerator site is not a suitable location for a new larger incinerator, or as a site for a Materials Unified Recycling Facility. Cllr Mrs Bailey expressed thanks for the support she had received in this matter and at the Public Inquiry.

July 1995

It was reported that Cllr Mrs Appleton will represent the Parish Council at the Public Inquiry, on 13th July, concerning Otterbourne Incinerator (due to close in 1996), when objections will be heard on various grounds including traffic generation, that the existing site is not a suitable location for a new incinerator and that it is far from ideal as a Materials Unified Recycling Facility.

County Councillor' s Report

County Cllr Mrs Bailey reported that she is to attend the Public Inquiry, on 13th July, and make objections to the use of the present site of Otterbourne Incinerator for a new incinerator after the existing plant doses in 1996. Mrs Bailey also reported on other matters including cuts to be made in the Education budget, the monitoring of the mini roundabout at Pitmore, Otterbourne Hill, and examination of a possible cycle track between Eastleigh and Winchester.

In view of the published emissions nuisance from the Otterbourne Incinerator and this emotive issue, Mr R Cooper, Incineration Manager, Hampshire Waste Services, has now agreed to attend our Annual Parish Meeting, on 27th April, to give a short talk and answer questions from our Parish Council and Otterbourne Parish Council, and take questions from the floor.
